Kevin M. Dolsky, FSA, MAAA, Principal


Kevin M. Dolsky has over 30 years of actuarial experience in health care.  He formed Actuarial & Health Care Solutions (AHCS) in 1997 to provide assistance to payers, providers, and plan sponsors involved in the marketing, financing, administration, and delivery of health care.  He has held senior executive level positions in insurance and managed care organizations.  Kevin specializes in the actuarial analysis of health care risk and financing.

Kevin has provided services to insurers, pharmacy benefit managers, hospitals, physician groups, PPO’s, HMO’s, health care coalitions, self-funded employer plans, public sector programs, and collectively bargained groups.  He has assisted management in leading financial turnarounds.  Kevin has represented both buyers and sellers in insurance and managed care mergers & acquisitions.  He has worked with insurance programs in employer group, small group and trust, individual, and Medicare markets.  Kevin has provided actuarial statements of opinion on actuarial and financial matters and expert work in support of legal proceedings regarding actuarial aspects of health care programs and benefits.  Kevin has assisted clients, including insurers and regulators, with actuarial matters, compliance, rate filings, and implementing changes resulting from the Affordable Care Act.


Previous to the formation of AHCS, Kevin managed actuarial, provider contracting, strategic planning, product development, underwriting, and health services research in managed care organizations.  He served as Chief Actuary for several major managed care companies, representing both publicly traded and non-profit organizations. 

Kevin is a graduate of the University of Michigan business school.  He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.  He has completed management programs at Duke University, Northwestern University, and the University of Michigan.  Kevin has been a speaker before a variety of actuarial and industry groups.  He has served as a member of the Health Section Council of the Society of Actuaries, as president of the Wisconsin Actuaries Club, and as well as on numerous committees in the actuarial profession.  Kevin currently serves on the Risk Adjustment Workgroup of the American Academy of Actuaries and is a past Chair of the Entrepreneurial Actuaries Section Council of the Society of Actuaries. 


Richard J. Marchel, FSA, MAAA, Consulting Actuary

Richard has 30 years of actuarial and underwriting experience in the healthcare insurance industry. He has provided actuarial support to several HMOs including individual product rate filings and Small Group actuarial certifications. He has also worked on numerous FAS 106 and GASB 43/45 retiree health valuations, Medicare Part D employer subsidy actuarial attestations, employee benefit consulting, and software development projects at AHCS. Richard has assisted clients, including insurers and regulators, with actuarial matters, compliance, rate filings, and implementing changes resulting from the Affordable Care Act.  Richard specializes in the actuarial analysis of health care risk and financing.

Prior to joining AHCS in 2003, he held various positions in the actuarial and underwriting departments at Cobalt Corp and affiliates including Blue Cross & Blue Shield United of Wisconsin (BCBSUW). Richard provided actuarial services to a variety of business units within BCBSUW, including three medical HMO’s and one dental HMO.  His actuarial experience includes insured and self-insured large group, small group, and multi-employer group as well as individual health business. Richard also worked with group life, STD, LTD, and Vision products. He interacted with senior management, regulators, physician groups and hospital organizations.

Richard managed all of the actuarial functions at BCBSUW including pricing, product development, reserving, financial forecasting, provider contract support, rate filing, small group actuarial certifications, new business acquisition, reinsurance purchases, trend analysis, and FASB106 projections. He worked on indemnity, HMO, PPO, POS, Medicare Supplement, Medicaid, and Medicare Risk health insurance products.

Richard is a graduate of the University of Wisconsin – Milwaukee. He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. He has served as an exam supervisor for the Society of Actuaries exams. He coauthored the Society of Actuaries research project “Estimated Impact of Medicare Part D on Retiree Prescription Drug Costs”.


Maria Matar, ASA, MAAA, Assistant Actuary

Maria Matar is Assistant Actuary at Actuarial & Health Care Solutions. She has worked at AHCS since 2014. Previously, Maria worked at Fidelity Investments in the benefit consulting group. 

Maria’s actuarial experience includes Medicare Part D employer subsidy actuarial attestations, OPEB valuations, rate and funding projections, IBNR studies, medical rate manual development, and various activities assisting clients with Affordable Care Act compliance.

Maria is a graduate of the University of Iowa actuarial science program, and also has a minor in business administration.  Maria is an Associate of the Society of Actuaries and a Member of the American Academy of Actuaries.
